This was a late 19th-century optical multi-tool. It could be used as a magnifying glass or as opera glasses. It usually also included a compass (this one lacks one), allowing it to be used to determine direction. Otherwise, it's in good condition and includes a photocopy of the original instructions. When opened, it's barely 10cm long.
